Schwab now allows for fractional shares

Schwab has silently turned on the ability to buy fractional shares or ETFs. I tested today and was able to buy a dollar of a Vanguard ETF. If you don't see if available in your account (app or web), check Think or Swim. Apparently it is active there for everyone.
