Why is a stock allowed to be halted just because it is volatile?

I'm not in CELH, but I noticed this morning it was up around 30% in a day due to some news from yesterday. I personally wasn't going to hop in, but when I went to check it out it had been "halted." Now, I can understand halting a stock due to not disclosing important information, breaking SEC rulings, etc., but if a stock is volatile, why does SEC get to just stop it from trading? This is odd to me, because day traders exist as well and how is it fair to folks to have the stock halted just because a bunch of trades happen with it?

You can call me paranoid, but it feels unfair to folks to do so. Halting should come from nefarious activities not legit activities like trading more often. Is this to prevent folks from huge pump and dumps? Is this to prevent dominant stock holders from selling too much at once? Is this to investigate if the orders are coming from one or very few people to ensure they don't skate past the 10% rule? Those are also legit imo. Curious as, I don't recall seeing too many stocks completely halted...
