What is the current opinion on buying Vanguard ETF International vs Small Cap vs SP 500?

I keep seeing people talking about how they think that the SP 500 will underperform both past numbers and international or small cap funds in the next ten years. What do you guys think about which to buy? I have a very long time horizon as a 15m and I'm just curious which fund hold in my retirement accounts.
