Sell my inherited bond holdings? Dead money?

Hi there, I inherited a Traditional IRA Account via Vanguard. I am not looking for official financial advice here, just any general info regarding this situation.

The account will need to be empty within 10 years. I am planing on working on a financial advisor for that portion of this, but I am also a couch investor myself and looking at how my dad's account was managed (mismanaged) for the last 20 years I don't think I'll be relying on the advice of another "financial advisor" for much more than that.

There are many holdings in his portfolio that are in the red 10-15 years later. All in the wonderful world of bonds.

Here is a short list, would appreciate any advice.

My instinct is just to sell and reallocate the money to SPY, VTI, VTV, VXUS. Will these bond holdings ever recover? I feel that our current world, high inflation, high geopolitical conflict, will not be good for bonds ever again. I sure wish whoever took 30 percent of his net worth and put them into this crud in 2022 had seen the same thing coming.
