Non-transferable fees are assessed when the security no longer has a transfer agent fulfilling electronic transfer requests through the Depository Trust and Clearing Corporation (DTCC). You could always attempt to contact the transfer agent to see if they will support a DRS transfer to hold the shares directly there. If the security is genuinely non-transferable, your only options would be to hold and pay the fees or to sell the position.
Ally started charging a fee for a penny stock i've had for over a decade i can't find anything new about it its still at a penny ironically.
