Trump Accounts - how will this money invested by the US Treasury impact VOO?

Help me wrap my mind around this. For 4 years, the government will open an account with $1000 for each child born. In the the US there are 3.6 million children born each year. For the sake of easy math let's say 2 million kids have accounts opened each year; that's 8 billion invested into VOO or SPY just from these accounts. Roughly 1% of VOO's total valuation. How will this impact the value of VOO since it isn't tied to the actual companies in the ETF? Will it move the value of VOO in any noticable way? How does this investment impact the US economy?
