Following up my previous post about insider buying, another one caught my attention $GDV

So, following up on my previous post and the discussion about insider buying at $NKE and how you guys read this information, I came across with this:
On December 31 Mario Gabelli reported an open market purchase of 5.8 million shares of $GDV at average of 10$.
I found interesting because Mario Gabelli he isn’t just a director on paper, he is the founder and CIO of GAMCO and effectively is a control person across much of Gabelli fund complex including GDV.
So, do you guys look at this information as a signal, context or mostly noise?
