401K Question about vested funds

I have a safe harbor basic match plan and my employer changed the policy for the new year with how they will deposit our match, it’s no longer going to be per paycheck. I did some research and while it’s legal to hold onto the funds until the next year tax filing season, which is what the employer is doing, a safe Harbor basic match plan has to be 100% vested. I found my 401(k) contract and it states the same thing. I understand what 100% vested means in general. My question is, does vested only mean that the money is guaranteed to be mine (for whatever is earned of course) or does it have to be deposited into the account? Myself and any co-workers lose the opportunity for that money to grow for possibly almost a 16-17 months?
