Is there such thing as a cyclical ETF that sells on peak and reinvests in value stocks?

Let's say a fund sponsored by the community. We're all going to invest 80% of our assets in S&P500 companies that are also value stocks with low PE ratios. And once an individual stock reaches a threshold peak we partially sell then re-invest that money in other S&P500 value stocks.

This allows us to make algorithmic based trades and offset our risk by partially selling high performers.

The remaining 20% will be used to make calculated and highly diversified risks to keep the ETF holders afloat.
