new HSA transfer fees from health equity

Hi- I have health equity with my employer. there is a $2000 cash minimum before investing. they will not switch to fidelity, i've tried to ask. so I have been transfering about $280 every other pay period (get paid biweekly) to fidelity to invest without issue.

now there is a new $25 fee to transfer to fidelity.


my question is if my balance is now around $400 in health equity (didnt send most recent one in nov to fidelity bc of the new fee) and will be $680ish by end of year, then +$600 employer contribution in jan - $1300ish...


do I

A)wait until HE balance reaches $2k, have to keep that all as cash, then start contributing everything after that in HE? worried about time lost in the market and drag of not being able to invest the $2k however would be able to invest normally without time drag afterwards


B) try to transfer cash from fidelity to HE to reach the $2k balance threshold immediately, then start investing immediately ? would eliminate worry about time lost in the market but not sure if makes sense to do overall / if this would work


C) continue to transfer to fidelity but just less frequently-- maybe 4x year or so? concerned about time lost in the market doing this and continued $25 fees forever
