I want to start my ROTH IRA but not sure if I can

So basically I want to start a Roth IRA so I can start taking tax advantage on my investments.
Currently I live on Puerto Rico and I will probably move to the states in some years. I am worried on any implications that could affect my Roth IRA investments. I know that I should talk to a tax professional but I want to see if you guys could give me recommendations on the topic. Thanks!
