Is there any chance the US government will penalize EU investors with money in the US stockmarket?

I guess the answer is no, that the US does not want to do anything that would cause a loss of confidence for EU citizens and corporations investing in US stocks and benefiting from stock price appreciations and dividends. He wouldn’t do that as this would cause the stockmarket to fall. But given the current political outlook in the US, I don’t know what to think about anything anymore. Also, some years ago they started to force EU investors to do a lot of reporting and pay part of dividends as taxed in the US. What is your most pessimistic assumption on how far could the US government go?
