# Why the UN’s Median Forecast for China Is Fundamentally Flawed

TL;DR: *The UN’s widely cited projections rely on a key assumption—that fertility rates will recover—that is increasingly difficult to justify. In reality, China’s demographic decline appears structurally terminal and is unfolding faster and on a far larger scale than previously assumed: tens of millions lost within decades, and potentially up to one billion by century’s end.* The UN’s “median case” is not just optimistic—it’s delusional.

# 1. Fertility Rebound Is a Statistical Artifact, Not a Realistic Forecast

UN’s Modeling Blind Spot: The UN’s probabilistic models use global convergence toward \~1.8 TFR as a baseline assumption. This means even countries in long-term decline are forecast to “recover”—not because of policy success or real-world evidence, but due to flawed statistical assumptions. It’s not forecasting—it’s mean-reversion by default.

The UN assumes China’s total fertility rate (TFR) will rise from 1.02 in 2025 to 1.35 by 2100 (*see Total Fertility Rate chart*). This isn’t a China-specific quirk—it’s a global modeling bias embedded in the UN’s broader demographic forecasting framework. The model pushes fertility mean reversion as a baseline assumption, regardless of local economic, social, or cultural evidence.

But real-world evidence says otherwise:

* No country has reversed course from ultra-low fertility (<1.3) for more than a blip \[1\].
* China’s actual TFR is probably below \~0.9, even lower than officially reported figures, according to recent estimates from both domestic and international demographers \[2\]. These numbers are highly politically sensitive—introducing potential bias and data distortion,
* Every culturally comparable society—Japan, Korea, Taiwan, Hong Kong, Singapore’s ethnic Chinese population—has failed to bounce back and continues to slide further \[3\]\[12\]\[13\]\[14\].

# 2. Marriage Rates Have Collapsed—And Fertility Will Follow

Marriage rates in China dropped 20.5% in 2024 alone \[4\]. This is catastrophic for future births, because:

* 96% of births in China occur within marriage \[5\].
* There’s a tight causal relationship: delayed or fewer marriages → fewer children.

China’s pool of potential mothers is shrinking fast—demographically and socially. Years of low birth rates have gutted the 20–39 age cohort, and a skewed sex ratio means there are over 30 million more men than women—most of them concentrated in marriageable age groups \[20\]. Even when people want to pair up and have kids, there simply aren't enough women to go around. On this basis alone, a national TFR forecast of 0.85 for 2025 is entirely plausible.

**With marriage rates collapsing, the idea of a fertility rebound is delusional.**

# 3. Urbanization Is Still Ongoing—And Fertility Drops With It

China's urbanization hit 65% in 2023, and projections put it above 80% by 2050 \[6\]. Urban life suppresses fertility through:

* Sky-high housing costs
* Limited childcare infrastructure
* Career pressure and cramped housing

We already see the effects in major Chinese cities:

* Shanghai: TFR \~0.7 \[7\]
* Beijing: TFR is similarly low; with a 2023 crude birth rate of 5.63 per 1,000, compared to Shanghai's 3.95, Beijing’s estimated TFR is around 0.75 \[15\]\[16\].

Urban families now spend an estimated $75,000–$100,000 to raise a child to age 18 in tier-1 cities like Shanghai and Beijing—equivalent to 20+ years of median disposable income. For many, the math simply doesn't work.

**As urbanization continues, the national average will trend toward city-level fertility—not upward.**

# 4. No Country—Especially Ethnically Chinese Societies—Has Escaped the Low Fertility Trap

The Low Fertility Trap Hypothesis \[1\] suggests that once TFR falls below 1.3, it self-reinforces through social and economic feedback loops.

Let’s compare to ethnically similar societies in East Asia—**none of which have recovered**, even after decades of intervention:

# Ultra-Low Fertility Across Ethnically Chinese and Similar East Asian Societies (2024):

* 🇭🇰 **Hong Kong:** TFR 0.77 \[12\]
* 🇹🇼 **Taiwan:** TFR 0.87 \[13\]
* 🇸🇬 **Singapore** (ethnic Chinese): TFR 0.94 \[14\]
* 🇰🇷 **South Korea:** TFR 0.72 – *lowest in the world* \[9\]
* 🇯🇵 **Japan:** TFR 1.26 – an outlier among its peers, yet still trending downward \[10\]

China is following this path—only faster.

Recent surveys show that the *ideal* number of children among Chinese couples has dropped to **1.3**—a strikingly low number that reflects deep social change. Among Gen Z, 'no kids' is an increasingly mainstream lifestyle choice.

**The UN median fertility forecast (1.35) assumes China will succeed where every culturally similar society has failed.**

# 5. Government Incentives Don’t Work—And There’s Proof

China’s incentives—cash payments, housing subsidies, extended maternity leave—are well-intentioned, but history shows they don’t work.

* 🇰🇷 South Korea spent $200B+ since 2006 on pronatalist policies—including recent proposals offering up to $14,000 per newborn in cash incentives. TFR? Still falling—now 0.72 \[9\]\[17\].
* 🇯🇵 Japan has pushed incentives for two decades with no sustainable increase—including generous child allowances, subsidized childcare, parental leave benefits, and free early education \[10\]\[18\].

**These are not “early-stage” programs failing to scale. These programs are mature, expensive—and completely ineffective**

# 6. The UN Keeps Revising Down—Because Reality Keeps Beating Forecasts

The divergence between models and reality is no longer marginal—it’s a chasm. The same research teams at the Shanghai Academy of Social Sciences now forecast China’s population will fall by more than half to around 525 million by 2100, which is 62 million lower than even their previous estimate \[19\].

If you overlay each revision, a clear pattern emerges: the so-called "median case" is just the previous cycle’s over-optimism. Reality keeps catching up to and crushing the UN’s assumptions. Forecast credibility is eroding with every revision.

* The 2019 UN forecast said China’s population would peak 2031–2035.
* In reality, it peaked in 2022—almost a decade earlier \[11\].

**Each subsequent revision—2022, 2024—has pulled the median case closer to the worst-case line, with the 2024 "base case" projection now falling below the 2022 lower-bound scenario.**
