Why is Huntington Ingalls so undervalued as the primary US naval shipbuilder?

Even disregarding the likely future naval buildup, the price seems very low. Is it just due to other stocks (such as most tech) being so overvalued it pulls money away from the traditional investments?

I have seen regular valuations at 450+ meanwhile it is at 170, what gives?
