How do leveraged commodity products work, from an emitter's perspective?

As possibly many people are doing at this time, I'm trading leveraged ETCs, in my case the WisdomTree WTI Crude Oil 3x Daily Short (XS2819844387), to participate in the falling oil prices. I was wondering how such a product can work, financially, from an emitter's perspective.

It is listed at my broker as the 72nd most traded ticker on their platform today. I assume it's in a class of products that should be very popular these days. But it's volume is listed as only 206 million USD. What does WisdomTree, internally, need to do to offer a product where they can't control risk nor price, and where people only go in en masse when the trend is pretty clear? Can you really finance such a product just by unsuccessful swing traders' money?
