If some company goes newly to stock market and the first emit is only private not public ... Is there anything to do about it ?

Context:

Company went newly to stock market but the first day only very rich private party of people could buy the stocks.. price was lower .. day after that public investors could buy the stocks for higher price ...

That is kinda sketchy right ?

Does this happen alot in world ?
