Anyone know why Chevron outstanding shares jumped from 1.7 billion to 2 billion in 1 quarter?

I couldn't find any news.
Is this all just C-suit executing their options? So the whole buyback program with multiple billions is a joke to shift money to the C-suits?
3 years of buybacks were undone in 1 quarter.
"Shares issued for share-based compensation" in the quarterly report shows only 100 million $.
While the share repurchases costed 10 billion for 9 months!
