Why would anyone do business with someone as unreliable as the current us govt?

Forgive me for ruining the euphoria over the announcement of a 10 percent consumption tax and a 125 percent tariff on our primary trade partner, but who would do business with someone so mentally unstable as to alter their position so drastically week to week?
