Are the tarriffs baked in? Is the market actually not reacting enough (and therefore doesn't believe they are a certainty)?

I'm getting the impression from market news coverage that there is a thought that the tarriffs aren't for certain, that they are a negotiating tactic and that that is reflected in the losses we *haven't* had yet. Curious what you all think?
