Is there any way to know about a company's equity carve-out immediately when the decision is made?

For more context, I was studying about cases of companies' equity carve-out(not spin-off but carve-out) from the past and lots of them had dramatic impacts on stock prices. The problem is an equity carve-out decision would often hit the news after a delay and it would be too late if I know it from the news and the stock prices would be already dramatically different. Is there any way to know about the upcoming equity carve-out immediately with zero delay or even in advance?
