Is the Fed hawkish or dovish?

In this Wednesday's FOMC, it was indicated that the Fed commitee expects rate hikes later this year. However, the market seemed to hone in on some of Chair Fed Warsh's remarks that could implicate a change in policy. Specifically, he implicated a possible soft change in the target inflation rate, focusing on the left of the decimal for the 2.0% target. Many have also concluded that his 'task force' will reorchestrate how inflation is calculated--potentially causing a lower rate to be reported.

However, it doesn't seem that any hard evidence of a rate cut was given. The way I took it, he wants to do a through investigation and decide if changes should be made; I don't think he's necessarily committing to a rate cut.

Could the market be misinterpreting the chair's comments? With inflation above target for over 4 years, I think it would be hard to argue for a rate cut anytime soon, regardless of any fancy footwork made. When asked about the potential rate hikes, President Trump seemed to express a degree of tolerance.
