Is this a way to entice gambles to risk more by lowering borrowing cost?

Noticed that borrowing fees went from 34% yesterday down to 16% today and there seems to be more available shares to borrow. I get that brokers and MM make their money on the fees as well and win or lose they still get paid.

Is this like the casino where they simply "lend" more house money for a gambler with an addiction who is consistently losing?
