Will this port outperform VOO along every time frame, until the heat death of the universe?

Id say most people would argue that VOO and VTI is essentially the “market” so to speak…So many have come to realize that it's quite hard to outperform VOO in a span of 20+ years… Even 1-5 years. So there's always an incentive to try and beat it, otherwise why not just full port and forget?
Hoping there could be some input on the port.
